Generally a good, sound article. However, I am rather surprised that the criminal law requirements of the FSO were not more fully explored in conjunction with the essentially civil law aspects of the DDA.
I would be interested to see an authoritative article that explored how the absolute requirement in the FSO for persons affected to leave without assistance in an emergency is matched to the DDA requirement to provide "reasonable" adjustments.
Whilst not directly considered in the article, I would also like to see an authoritative article on the FSO and DDA implications of the still current provision of "Disabled refuges" and the much vaunted use of "Evac chairs" & the like for those who cannot, or will not, transfer to such a device.
