Last month I discussed the importance of creating an effective management system for implementing the risk assessment process. The key element of course is the 'responsible person'. Fire safety legislation requires that fire safety within organisations belongs to the 'responsible person' who, in the workplace, is the employer, owner of the premises, and or the occupying business. In all other premises the person or persons in control of the premises will be responsible. If there is more than one "responsible person" in any type of premises, they must take all reasonable steps to work with each other.

The 'responsible person' can delegate fire safety issues to managers, supervisors and staff coordinators within each area of their business. These people are nominated as 'being in control', to the extent of their jurisdiction, department or job description. This requires them to be responsible for the collective protection of fire safety management within their assessment areas. In actual fact, you could argue that the legislation places any person who manages a specific area within an organisation as automatically in control by default. However, the reality is quite clear, employed managers probably do not spend their free time reading fire safety legislation, nor should they. So, it is absolutely the final responsibility for the 'responsible person' to nominate these persons.

As discussed last month the first stage is to divide the organisation into key areas. Office areas, reception, catering, manufacturing, etc. Each are has its unique risk elements and therefore requires its own independent risk assessment.

The advantage of nominating a person in control, of these areas is knowledge. A person who works daily in a specific area with its own unique activities, will understand the risks as well as the people who use the area. This knowledge is invaluable, not only to the risk assessment process, but also to the ongoing fire safety management of each area.
